Samantha R. Warren is Chief of Staff for Congressman Bill Foster (IL-11). She began her
Congressional career in an Illinois district office doing outreach and casework before moving to
DC and joining the policy team. In her 15 years working in Congress, Warren has served four
Members of Congress from Illinois and California including helping three freshmen Members
start their offices and building her expertise in healthcare and science & technology policy before
becoming Legislative Director and then Chief of Staff for Rep. Foster, the only PhD physicist in
Congress. A native of Illinois, Warren received her bachelors and masters in political science and
public policy from the University of Illinois at Urbana-Champaign.
